【2009年3月17日/Mar 17】欣欣教育基金會感謝各界僑胞的愛心奉獻， 共收到地震捐款US$360,414.04. 經基金會地震捐款負責小組決議 , 將於四川 甘肅及陜西重災區各選擇一所學校捐贈 , 並於四川選擇四所 ,甘肅及陜西各兩所, 已由政府出資修建或已重建之學校成立 “欣欣閱覽室”. Shin Shin Educational Foundation is very thankful for the generous support (totally $ 360414.04) donated to the Earthquake Special Fund, thanking all the contribution from overseas Chinese and international friends. The special fund committee has decided to select one school from each of the hardest hit provinces, Sichuan, Gansu, and Shaanxi for reconstruction. Aside from the government-funded school construction or reconstruction, four schools in Sichuan and two schools in Gansu and Shaanxi will be selected to build a “Shin Shin Reading Room”.

學校選擇是由省僑辦勘驗後, 推薦重災區之學校, 經欣欣人員勘察, 並符合欣欣建校要求 , 如由縣教育局提供危房証明 及承諾相對資金配合; 並提出 學校長期存在之規劃証明 ; 造價必須合理 等條件 , 成立欣欣示範學校. 欣欣將來在不影響學生上課期間 , 可免費借用 或低價租用學校 , 辦暑期活動或其他師資訓練營等. 該校若舉辦暑期活動, 也將保留兩個名 額給欣欣其他學校學生參加 .The school selection is based on the inspection and recommendation by the provincial office of overseas Chinese. The candidate school must be in the hardest hit region. It will be visited by Shin Shin personnel to make sure it is in accordance with the Shin Shin school construction requirements, for example, the proof of danger construction and matching fund commitment from the county Department of Education; a planning certificate for the long-term existence of the school; a reasonable cost etc. The candidate School will be establishes as a Shin Shin model school. In future, Shin Shin may borrow the school building for free or with a low-cost, for organizing other activities such as summer teacher training camps, on the condition that students must not be disturbed during the school terms. Two attendee openings of the Shin Shin activity organized in the school will be reserved for the students from other Shin Shin schools.

欣欣所成立之閱覽室將由欣欣提供2000本書籍 ; 書架 及閱覽室專用之書桌椅; 電腦及印表機各 一台做為圖書管理之用. (較小之學校將取得1000本書籍) From Shin Shin, each reading room will be provided with 2000 books; dedicated bookcase, tables and chairs; a computer and a printer for the library management purposes. (Smaller schools will be given 1000 books instead.)

目前四川已選定江油市中壩鎮文化街小學, 欣欣將提供一百萬人民幣協助興建教學樓及食堂, 共約800平方米. 將於三月開工, 預定九月份竣工. 其他學校及閱覽室資料均在審核中. At present, an elementary school in Jiangyou, Sichuan Province has been selected to receive one million RMB from Shin Shin to assist the construction of school buildings and canteens, a total of approximately 800 square meters. The construction will begin in March 2009, and is scheduled to be completed in September. Information on other schools and reading rooms are in the review process.

【2008年5月12日/May 12】五月十二日下午2時28分，在大陸四川發生規模達7.9的強烈地震，震央在汶川縣境內，地震造成四川多個地區建築物嚴重受損， 死亡人數超過萬人，損失慘重。On Monday, May 12, a magnitude 7.9 earthquake rocked the Sichuan province of central China. The damage is devastating and the earthquake has been the worst in China for over three decades. With multiple reports of local school building collapses, it is truly heartbreaking.

四川學校震后情況更新 School Condition Update after Earthquake 【2008年9月12日/Sept 12】5.12地震之後﹐欣欣的義工們為了了解和確定震區欣欣小學的災情﹐與每個學校﹐有 關當地政府﹐和省僑辦多次聯繫。根據掌握的情況﹐欣欣非常自豪地向捐款人和 關心欣欣小學的災情的各界善心人士報告﹕欣欣在震區捐建的小學無一所倒坍﹐也沒有 學生傷亡。這其中包括欣欣在四川省捐建的26所小學﹐在重慶市捐建的5所小學﹐在 甘肅省捐建的24所小學﹐以及在陝西省捐建的7所小學。更保括在震中汶川縣的一所 小學: 汶川縣威州鎮增坡欣欣小學 (No. 259)經受了這次7.9級強烈地震的考驗﹐驕然站 立- 儘管學校週圍的建築幾乎全部倒塌。After the earthquake, volunteers from Shin Shin made numerous phone calls to individual schools that were affected by the disaster. They also contacted local officials, friends have access to relevant information, and provincial Foreign Affair Offices (Qiao Ban) to accurately assess the damages caused by the earthquake. Based on the information Shin Shin was able to obtain: none of the schools built by Shin Shin's had collapsed and no student casualties occurred. This includes the 31 schools in the most severely affected Sichuan Province (26 schools) and Chong Qing city (5 schools), and the schools in the less publicized but nonetheless affected Gan Su Province (24 schools) and Shaan Xi Province (7 schools). Most significantly, school No. 259, which is located in the epicenter Wen Chuan county in Sichuan, also withstood the tremendous shock of the 7.9 magnitude earthquake: it proudly stands among rubbles even though almost all surrounding buildings in the village collapsed.

欣欣重建震災區學校的原則與計劃
Principles and Plans for School Reconstruction in the Earthquake Affected Regions

【6月24日/Jun 24】五月十二日中國四川汶川大地震，一方有難八方支援，欣欣感謝所有捐款人對欣欣教育基金會的支持、鼓勵與信任。至六月二十日為止，我們共收到229筆善款總計美金164,922元，其中包括公司、社團、個人、以及學校的學生班級。 Help and support are coming from all directions to relieve the damages caused by the devastating earthquake centered at the Wenchuan County of the Sichuan Province in China on May 12. Shin Shin is very grateful for the tremendous support, encouragement and trust received from all the donors. As of June 20, Shin Shin received 229 donations, totally $164,922 US dollars, from companies, communities, individuals, and even classes of students.

許多人問欣欣如何分配這些善款用於重建學校上？首先我們對所有在四川強震中死難者表示哀悼，欣欣在四川強震救援中不扮演的角色是：不扮演救急者的角色；不打擾中國政府救災行動；更不做過錢通道。 Many people are asking, "How is Shin Shin going to allocate the donations to school reconstruction?" First of all, we express our condolences to all the earthquake victims. However, Shin Shin will not play the roles in emergency rescues, or bothering the relief operations organized by the Chinese Government, or serving as a channel for money transfers.

同時在此應說明欣欣在四川強震中受到波及學校重建中所應扮演的角色：對社會大眾及捐款者說明善款用途，欣欣將依據四川及其他受波及的當地政府修建或興建學校條例出來後再解決重建問題；欣欣將做拋磚引玉的事，輔助重建學校的工作；每一分善款都用到最重要，最缺少的地方；將善款用在修建學校上或因重建而必須配套的軟件設施上；如果捐款人指定可以做某種救災之用，但必須依據欣欣建校的標準及原則來執行。欣欣尊重當地政府的要求，不在九月以前組團探訪災區，以免增加省僑辦不必要的困擾。欣欣將於今年九月中旬發動組織考察團去次災區甘肅、陝西了解災區實際狀況，為未來重建及長期關懷提出具體作法。 In the following, we explain what roles Shin Shin WILL play in the process of restoring the earthquake affected schools. Regarding the allocation of donations from communities and donors, Shin Shin will base our school reconstruction programs on the official school building/rebuilding regulations to be announced by Sichuan and other local governments in the earthquake affected regions. Shin Shin will use best-known-practices to pilot a successful project so that others can follow to contribute their efforts to the general school reconstruction. Every penny will be used in the most important and most indispensable places. All donations will be spent on school construction and supporting facilities required by reconstruction. Any special-purpose donation, should be implemented according to Shin Shin's standards and principles. To acknowledge requests from local Chinese governments, Shin Shin will not organize visiting groups to the disaster affected regions until September, in order not to burden the Overseas Chinese Affairs Offices in such a difficult time. In the coming mid-September.Shin Shin will organize visiting groups to secondary disaster areas in Gansu and Shaanxi to gather firsthand information of the actual damage and plan for the future reconstruction and long-term follow-up programs.

欣欣能保證的是每一分善款都會用在學校及學生身上，並會隨時在網站上提出進度報告以示公信。最後讓我們一起祝願四川災民早日重建家園災區學生早日安心上課。 What Shin Shin promises is that every penny will be spent on schools and students, and we will update a progress report on our website frequently.
