朱偉人:川震災校重建要求嚴 Sandy Chau: High Standards for School Reconstructions after Sichuan Earthquake

關心中國偏遠地區建校興學的欣欣教育基金會立即與當地聯絡,在全部清查之後傳出好消息:「欣欣在震災區所建的小學,
沒有一所倒塌,也沒有一位學生傷亡。」這其中包括欣欣在四川省捐建的26所小學,在重慶市捐建的5所小學,
在甘肅省捐建的24所小學,以及在陝西省捐建的 7所小學。
欣欣教育基金會會長朱偉人表示,中國在地震後對災區的學校興建也有全新的作法及規定。
Right after the Sichuan earthquake on May 12, Shin Shin Educational Foundation, concerning the
schools in China's rural areas, immediately contacted the disaster affected areas. After
completing the investigation, Shin Shin announced the good news: "None of the Shin Shin schools
collapsed and no student casualties occurred." This includes the schools in Sichuan Province (26 schools)
and Chongqing City (5 schools), and the schools in Gansu Province (24 schools) and Shaanxi Province (7 schools).
Shin Shin Educational Foundation President, Sandy Chau said, China announced brand new requirements and practices regarding school reconstructions after the earthquake.
朱偉人指出,中國政府對災區重建規則,先評估考慮災區有沒有必要重建恢復,訂出建築質量標準化,以及為百姓生活必需,
過度住房、永久住房,學校,醫院等項目訂出先後順序。
Sandy Chau pointed out that the Chinese government's new reconstruction guidelines are to first assess
the disaster area considering whether it is necessary to reconstruct or restore the area, work out the
standardization of the construction quality, as well as the prioritization of the living necessities,
including temporary housing, permanent housing, schools, hospitals and other projects.
朱偉人表示,對於海外僑胞關注的學校興建,中國提出「僑愛工程」,將向僑胞提出災區學校設計總則,極重災區優先處理,
不以捐款僑胞命名、但為有紀念碑說明捐款來源,以及統一風格、統一標誌等作法。
Sandy Chau also said that China has set up an "Overseas Love Project" to address the overseas
Chinese's concerns on school reconstructions. This project will define general school design guidelines
for the disaster areas, order a high priority for severely affected areas, mark the source of contributions
on monuments instead of naming projects after donors in the past, and unify the style and sign of new buildings, etc.
「最重要的是在四川地區的學校重建,中國規定要100萬人民幣(約14萬6000美元),甘肅、陝西等地學校則需50萬人民幣
(約7萬 3000美元),」朱偉人表示,因為學校建築規格要求比從前嚴格,加上中國採取學校合併政策,幾個學校不但合併起來,
學校裡也提供教師、學生住宿,食堂,圖書閱覽室,「工人施工費用較高,以及建材規定要求好材枓,都增加了建築成本。」
朱偉人表示,欣欣將有配合僑愛工程的作法,也將繼續推動「後續計畫」。
"Most importantly, each school in Sichuan would need 1,000,000 RMB (about 146,000 U.S. dollars), and that
in Gansu, Shaanxi and other places would need 500,000 RMB (about 73,000 U.S. dollars)," said Sandy Chau.
Since the school construction quality standard has become higher, and the school merging policy has been
adopted to combine several schools, merged schools would also provide dormitories,
dining halls, and reading rooms. "In addition, the higher cost of construction workers, as well as the higher
quality of the building materials, increased the construction cost". Sandy Chau said, Shin Shin will operate
accordingly to the guidelines of "Overseas Love Project", and continue to promote the "follow-up programs".
欣欣組團赴四川 考察學校受災情況 Shin Shin Delegation Visited Sichuan to Study the Situation of the Earthquake Affected Schools
【星島日報 9月19日/SINGTAO Sept 19】8月30日至9月5日,在朱偉人會長率領欣欣考察團進入陝西洋縣開始考察 自"5.12"汶川大地震陝西四川學校受災情況。期間,與陝西洋縣、城固縣、四川廣元、綿陽、宜賓等縣市主管部門和學校就 中國教育布局交流。From Aug 30th to Sept 5th, Sandy Chau, the President of Shin Shin Educational Foundation was leading a group to enter the Yangxian County in the Shaanxi Province to study the situation of the Shin Shin schools in Shaanxi and Sichuan after the "5.12" Wenchuan earthquake. During the visit, they discussed the education layout policies with the city/county government and several school boards including Yangxian and Chenggu counties in Shaanxi, and Guangyuan, Mianyang, Yibin, and a few other counties in Sichuan.
近幾年,為了解決中國"三農"問題,全面提升國民素質與綜合國力,中國政府先後採取了多項政策與配套措施推進農村中小學學校建設,提高農村義務教育品質的。其中一項就是,農村中小學布局調整,目的在於優化農村基礎教育結構,合理配置農村教育資源,進一步促進農村義務教育改革與發展。
In recent years, in order to solve China's "three rural" issue to raise the overall quality of the people and comprehensive national strength, the Chinese government has taken a number of policies and measures to promote construction of rural primary and secondary schools and improve the quality of compulsory education in rural areas. One of the policies is to adjust the layout of rural primary and middle schools aiming at optimizing the structure of the basic education and rationalizing allocation of resources to further promote the reform of rural compulsory education and development.
中國農村中小學布局調整,整合農村教育資源是大勢所趨,是調整的重點,是推進城鄉教育一體化的重要舉措受到極大關注。 It is the general trend in China to adjust the distribution of rural primary and middle schools and integrate rural education resources, which have become the most important key of adjusting education system and the greatest concern of promoting the education system integration of urban and rural areas.
8月30日,欣欣考察團進入陝西洋縣開始考察,從陝西洋縣到四川宜賓,在考察座談中談得最多就是中國農村中小學布局調整,村小合併的話題,特別是在"5.12"汶川大地震後,各學校在災後重建中,在其合併中,各級政府部門都進行相應的規劃,並且在各種條件設施比較配套的鄉村已經開始調整。
On August 30th, the Shin Shin group entered Yangxian in Shannxi and continued their journey into Yibin in Sichuan. During the meetings with local authorities, they discussed the most issues on adjusting the layout of and merging rural primary and middle schools. Especially after the "5.12" Wenchuan earthquake, schools are in the post-disaster reconstruction and merging, and the governments at all levels are carrying out the plan that has began to adjust the matched villages in a variety of conditions and facilities.
朱偉人會長表示,欣欣依據中國農村中小學布局政策的變化,對於欣欣未來的發展有了新的思考跟體驗,在建校方面對欣欣現有學校應進行全面調查,做好即將面臨欣欣學校撤並的問題並準備替換方案;在中心學校增建欣欣教學樓、欣欣輔助教學樓或欣欣宿舍樓,以因應學校的擴大;每所欣欣學校增建或修建欣欣閱覽室或欣欣電腦室,可以長期關懷學校的發展。在後續計劃方面,除繼續擴大英語師資培訓外,或可考慮增加行政人員的培訓;考慮欣欣學生住宿的補助款項;是否擴大清寒獎學金提供欣欣學生上高中或大學?這些都需要經過工作組及理事會的通過後再行實施。欣欣教育基金會需要大家的關懷,有愛心加入欣欣的行列者。
Sandy Chau said, according to China's policy change in the layout of primary and middle schools in rural areas, Shin Shin has harvested new thoughts and experiences for the future development; Shin Shin will fully investigate all the existing Shin Shin schools to prepare for the school merging issues and replacement plans; in central schools, Shin Shin will help construct new buildings for teaching, facilities or dormitories to cope with the expansion; Shin Shin may also help add a reading room or a computer lab in each school for a long-term care. For the follow-up plans, in addition to expanding the English Teacher Training program, Shin Shin may consider to add a training program for administrative staff and an allowance program to improve student accommodation. Whether will Shin Shin expand the scholarship program to support poor students to afford high school or college? All of these proposals will have to be approved by the Shin Shin work teams and board members before implementation.
