建校計劃 School Project
欣欣教育基金會從2008年開始提供每所小學美金兩萬元拋磚引玉，再由當地政府提供等數或更多的相對基金，及建築義工，同心合力建設學校。基金會提供的資金，委託省僑辦按工程進度分期發放給學校，從1997年到現在，總共興建或修建325所學校及8間閱覽室（有些尚未完工）。有些新學校是在地震救災計劃中實施的。Since 2008, Shin Shin has provided $20,000 to each school for construction. Local governments provide matching funds along with volunteer labor to build the schools in a cooperative effort. 325 schools and 8 reading rooms have been constructed since 1997. Some of the new schools are part of Shin Shin’s Earthquake Relief Program.
地震救災計劃 Earthquake Relief Program
二零零八年五月十二日下午2時28分，在大陸四川省發生規模達7.9的強烈地震，震央在汶川縣境內，地震造成四川多個地區建築物嚴重受損，死亡人數超過萬人，損失慘重，為中國三十年來所僅見。傷亡人之中還包括許多幼童，真令人心痛。 On Monday, May 12, 2008, magnitude 7.9 earthquakes rocked Si-Chuan Province in central China, with the epicenter located in Wen-Chuan County. The damages were truly devastating, in fact, the worst in China in over three decades. Numerous buildings were turned to rubble. Casualties included many young children, which was simply heartbreaking.
四川學校震情 School Condition Update after Earthquake
5.12地震之後，欣欣的義工們為了瞭解和確定震區欣欣小學的災情，與每個學校，有關當地政府，和省僑辦多次聯繫。根據掌握的情況，欣欣非常自豪地向捐款人和關心欣欣小學的災情的各界善心人士報告：欣欣在震區捐建的小學無一所倒塌，也沒有學生傷亡。這其中包括欣欣在四川省捐建的26所小學，在重慶市捐建的5所小學，在甘肅省捐建的24所小學，以及在陝西省捐建的7所小學。更包括在震央汶川縣的一所小學：汶川縣威州鎮增坡欣欣小學經受了這次7.9級強烈地震的考驗，昂然站立，儘管學校週圍的建築幾乎全部倒塌。 After the earthquake, volunteers from Shin Shin made numerous phone calls to individual schools that were likely affected by the disaster. They also contacted local officials, friends have access to relevant information, and provincial Overseas Chinese Affair Offices (Qiao Ban) to accurately assess the damages caused by the earthquake. Based on the information gathered, none of the schools built by Shin Shin had collapsed and no student casualties occurred. This includes the 31 schools in the most severely affected Sichuan Province (26 schools) and Chong-Qing city (5 schools), and the schools in the less publicized but nonetheless affected Gan-Su Province (24 schools) and Shaan-Xi Province (7 schools). Most significantly, school No. 259, which is located in the epicenter of Wen-Chuan County, also withstood the tremendous shock of the 7.9 magnitude earthquake. It proudly stood among ruins even though almost all surrounding buildings in the village had collapsed.
震後捐款和欣欣的計劃 Earthquake Special Fund Allocation
地震發生後，欣欣教育基金會成立救災特別基金，感謝各界僑胞的愛心奉獻，共收到地震捐款US$ 363,975。經基金會地震捐款負責小組決議，將於四川、甘肅及陜西重災區各選擇一所學校捐贈重建。另外，在已由政府出資修建或已重建之學校中，欣欣在四川選擇四所，甘肅及陜西各兩所，成立“欣欣閱覽室。” Shortly after the earthquake, Shin Shin established an Earthquake Special Fund. Goodwill and generous donations poured in from various community groups and people from all walks of life. To date, we have received a total amount of US$363,975. The Earthquake Special Fund committee has selected one school from each of the hardest hit provinces: Si-Chuan, Gan-Su, and Shaan-Xi, for reconstruction. In addition, among the government-funded schools, Shin Shin has selected eight schools (four schools in Si-Chuan and two schools each in Gan-Su and Shaan-Xi) to establish the “Shin Shin Reading Room” program.
重建學校選擇是由省僑辦勘驗後，推薦重災區之學校，經欣欣人員勘察，並符合欣欣建校要求，如由縣教育局提供危房証明及承諾相對資金配合；並提出學校長期存在之規劃証明；造價必須合理等條件。這些重建學校將成為欣欣示範學校。將來在不影響學生上課期間，欣欣可免費借用，或低價租用學校，辦暑期活動或其他師資訓練營等。這些學校若舉辦暑期活動，也將保留兩個名額給欣欣其他學校學生參加。 The three schools whose reconstruction will be funded by Shin Shin Earthquake Special Fund are selected based on the investigation and recommendation from each provincial office of Overseas Chinese. They must be in the hardest hit regions. Shin Shin personnel visited each school to make sure that its conditions are in compliance with Shin Shin’s school construction guidelines. For example, there must be proof of existing dangerous conditions, matching fund commitment from the county Department of Education, a planning certificate for the long-term existence of the school, and a reasonable cost, etc. These three Schools will be established as Shin Shin model schools. In the future, Shin Shin may use the schools for free or at a low cost for organizing activities such as summer teacher training camps, on the condition that students must not be disturbed during the school terms. For Shin Shin activities organized at each model school, two attendee openings will be reserved for the students from other Shin Shin schools.
欣欣閱覽室預算為US$64,180。剩餘的US$6,970將用於包括閱覽室使用的軟件之安裝設計及使用人員之訓練。欣欣所成立之閱覽室將由欣欣提供2000本書籍、書架及閱覽室專用之書桌椅，電腦及印表機各一台及其他設備視學校需要而定。（甘肅窩駝學校因較小取得1000本書籍）。八所欣欣閱覽室已選定：四川省崇州市懷遠鎮懷遠小學；四川省大邑縣晉原鎮子龍街小學；四川省大邑縣悅來鎮 悅來鎮學校；四川省大邑縣晉原鎮北街小學；陜西省漢中市洋縣洋州鎮南街小學；陜西省寶雞市扶風縣午井鎮午井中心小學。甘肅省定西市安定區公園路小學及甘肅省天水市秦州區窩駝學校。 除陜西省寶雞市扶風縣午井鎮午井中心小學尚未簽約，其他學校均已簽訂合約。 The budget for the “Shin Shin Reading Room” program was set at US$64,180. The remaining US$6,970 from the Earthquake Special Fund will be used for purchasing equipment and software for the reading rooms and for user training. In particular, each of the eight selected schools will be equipped with 2000 books, dedicated bookcases, tables and chairs, and a computer and printer for library management purpose. One exception was made for Wo-Tuo school in Gan-Su Province; it will only receive 1,000 books due to its smaller size. To date, all eight schools have been selected for the Shin Shin Reading Room program, seven of which have entered contract stage.
欣欣的承諾 Shin Shin’s Promise
欣欣能保證的是每一分善款都會用在學校及學生身上，並會隨時在網站上提出進度報告以示公信。最後讓我們一起祝願四川災民早日重建家園，災區學生早日安心上課。Shin Shin pledges to use every penny from the Earthquake Special Fund toward the schools and students affected by the disaster. We will maintain a progress report on our website, with regular updates. We sincerely hope and firmly believe that the Si-Chuan earthquake survivors will rebuild their homes soon, and that the children will return to their classrooms feeling safe and peaceful.
後 續 計 劃 簡介 Follow-up Programs
後續基金是由小額捐款累積而成，用於援助欣欣小學，為它們添增教學設備或是師資培訓。每年與Cupertino扶輪社合作“一人一書”圖書計劃；依據學校大小贈送電腦；與湖南科技職業學院合作英語師資培訓，由美國華裔子弟義務擔任助教；與樹華基金會合作贈送獎學金；也依據學校需要及配合度申請特殊基金來添置教學器材，欣欣希望能持續長期關懷與照顧學校軟體設備而能縮短城鄉的差距。 The Follow-up Fund is accumulated through small donations from hundreds of donors, helping the school to improve their educational equipment and teachers’ qualifications. Shin Shin sent computers to the schools, received funding from Cupertino Rotary Club for the book program, held English Teachers’ Training in Hunan, recruited Chinese Americans as teaching assistants, partnered with SOAR Foundation for the scholarship program, and granted many Shin Shin schools funding for their particular needs, all in the hopes of providing schools with the long-term assistance needed to reduce the gap between city and rural schools.
電腦計劃 Computer Lab Program
欣欣教育基金會的姜謙理事，于2005年經過數月的努力，在中國比照教育局的作法，與聯想電腦簽約。整套電腦設備包括一台教師機、十台學生機、一台交換機及一台激光打印機。並預裝操作系統及Office 2000 軟體。在安裝設備同時培訓學校教師。 欣欣學校可提出申請，經過嚴格詳細的問卷，基於學校的需要，用電腦的能力及老師的電腦知識，基金會的後續基金審核小組決定受惠學校。In 2005, Shin Shin entered into a contract with Lenovo in China to establish computer lab programs for Shin Shin schools. For $5,000 per school, Lenovo will provide one teacher's computer, 10 students' computers, a switch, a scanner/printer, and the necessary operating system and word processing software. Shin Shin schools selected to receive the computers were based on the following criteria: 1) need assessment, 2) ability to house the computer lab, 3) ability to maintain the computer lab, 4) ability to use the computer lab effectively, and 5) teachers' knowledge and capability to teach computer-related curriculum.
2005年及2006年欣欣與聯想電腦簽約，為97所學校安裝了電腦設備及相關附件。2007年及2008年欣欣與方正電腦簽約為64所學校安裝了方正電腦設備及相關附件。2009年又有23所學校安裝了方正電腦設備及相關附件。欣欣的目的是要為每一所學校的電腦 化，使老師學生們都會用電腦，並可以上網，可以迅速的得到外界的訊息。欣欣教育基金會將繼續籌款，希望能在未來數年中，在能力範圍以內，為所有欣欣學校添置電腦設備。電腦設備是最昂貴的後續 計劃，是否能達到目標完全靠我們募款的能力。這些電腦設備也包括由捐款人捐給自己學校的，以及扶輪社的資金。 The standards defined in 2005 have since become the framework for establishing computer labs in Shin Shin schools. Shin Shin recognizes the importance of the internet and the advantage of using computers in order to have access to other areas of the world. Since 2005, Shin Shin Educational Foundation has continued to expand this program, with the ultimate goal of furnishing all Shin Shin schools with computers as long as funding is available. Between 2005 and 2008, 161 schools received and established some form of a computer lab. In 2009, 23 schools were awarded computer lab program. The computer lab program has been funded by several financial sources, including Shin Shin’s follow-up funds, individual donations for designated schools, and specific Rotary Club Matching Grants.
圖書計劃 Literacy Program
美國欣欣教育基金會成立圖書計劃的目的是是希望所有偏遠地區的學童們都有機會廣泛的接觸到書本及資訊，並養成學生們讀書的好習慣，一輩子受益無窮。圖書計劃利用學校現有的電腦設備及網路，加上青樹基金會已建立的圖書系統與他們專業的經驗。這計劃選擇符合條件的學校建立圖書館，其他學校即參加圖書俱樂部。一人一書計劃是欣欣教育基金會的圖書計劃的最新發展的一部份。欣欣希望能給每個學生至少提供一本課外書。The objective of the literacy program is to provide students in rural schools with easier access to books and information. Shin Shin understands that it is important for students to read as much as possible, and it is also necessary to help them form good study habits as early as possible. Shin Shin hopes that the students can be exposed to knowledge through reading and will eventually acquire the ability to formulate their own thoughts and ideas based on the information they have gained through reading. This program integrates existing resources: computer and broadband internet access, provided by follow-up funds, leverage the rich experience and existing library network of our partner Evergreen Foundation. This program had a library program for schools with favorable conditions, and a book club program for other schools. More recently, the book program has been expanded to all Shin Shin schools, hoping to achieve the goal of “one book per student.”
參加圖書俱樂部計劃的學校除了可以拿到圖書外，還可以學習如何管理圖書使圖書能被充分循環利用。欣欣的義工花了不計其數的小時為這些圖書編輯目錄。圖書先是分成高年級與低年級，再劃分 成以下五類：讀書夥伴（包括參考書、算術、文字、英語）；人文學科（包括傳記、文學、歷史、童話、藝術）；科學和自然（包括天文、地理、自然）；智力（包括智力、遊戲）；教學支援。每所學校可拿到的書的數量是以學校人數來計算。圖書俱樂部計劃為了獎勵學生們讀書，還擬定了獎勵辦法。每一位高年級班的學生需要寫兩篇讀書報告。學生們並可參加全國的讀書報告比賽，分科學與人文兩類。優秀的學生可以得到圖書為獎品。 The book program provides books to students. It also includes training programs for management of those books to maximize circulation. Shin Shin volunteers have spent countless hours cataloging books for every school. Books are first divided based on their target reading audience (e.g., first or second year students versus senior students with more advanced reading skills). Books in each group are further divided into the following subjects: Study companions (includes reference books, math, writing, and English); Humanities (includes biographies, literature, history, fairy tales, and arts); Science and Nature (includes astronomy, geography, and nature); Fun (includes brain exercise reading and games); and Teaching aids. The number of students in the school will determine the number of books received by each school. The book program further includes an incentive and performance review component, which is critical for the success of the program. The more advanced students are required to write two reading essays per semester. A national book report/essay competition was held for all Shin Shin schools, on topics in humanities and sciences. The winners will receive books as awards.
2007年圖書計劃為168所欣欣學校捐送了約42000本圖書。2008年為90所欣欣學校捐送了約40000本圖書。2009年到目前為止，圖書計劃組為地震捐款在地震災區新建8所學校的圖書閱讀室採購運送了約15000本圖書，為鶴年基金會捐款的湖南省益陽市桃江縣三堂街鎮合水橋村欣欣完全小學的圖書閱讀室採購運送了約1000本圖書。我們計劃在2009至2010年初為還未得到贈書的37所欣欣學校，以及2007年未能滿足一人一書的約120所學校採購運送圖書。這一計劃正在實施中。 In 2007, the literacy program donated about 42,000 books to 168 Shin Shin schools. 40,000 books were sent to the other 90 Shin Shin schools in 2008. As part of the Earthquake Relief Program, Shin Shin established eight library or reading rooms in the disaster-affected regions and donated about 15,000 books to these schools. In addition, 1,000 books were donated by He Nian Foundation to a designated school in Hunan Province. Between 2009 and 2010, Shin Shin plans to provide books to the 37 Shin Shin schools that have not previously received books. Moreover, Shin Shin also plans to provide more books to the 120 schools that have previously received books in 2007 but have not met our “one book per student” goal.
