美國欣欣教育基金會成立圖書計劃的目的是是希 望所有偏遠地區的學童們都有機會廣泛的接觸到 書本及資訊,並養成學生們讀書的好習慣,一輩 子受益無窮。圖書計劃利用學校現有的電腦設備 及網路,加上青樹基金會已建立的圖書系統與他 們專業的經驗。這計劃選擇符合條件的學校建立 衛星圖書館,其他學校即參加圖書俱樂部。The objective of the literacy program is to provide students in rural schools with broader access to books and information, and to cultivate the habit of reading and critical thinking, a life-long benefit. This program integrates existing resources: computer and broadband Internet access, provided by follow-up funds and leverage-rich experience and an existing library network of our partner Evergreen Foundation. This program has a library program for schools with favorable conditions, and a book club program for other schools.
2007年是圖書計劃實行的第一年,由於地理位置 靠近青樹基金會的中心圖書館(兩小時車程以內 ),甘肅省永登縣柳樹鄉欣欣民族小學被選為衛 星圖書館的所在地。這所衛星圖書館並已俱備其 他條件 - 已有電腦設備、有兩百位以上學生、有 教室空間可以用來作為圖書室、及有老師願意接 受訓練成為圖書管理員。衛星圖書館將利用青樹 中心圖書館的軟體、管理方式、以及圖書管理員 的訓練。 For the first year (2007) of the program, one satellite library is established in Gansu province. This satellite library is established around Evergreen's central library. It will share the library management software and customer service, e-book contents, and training of the librarians. This Gansu library is chosen because it is within two hours driving distance of one of Evergreen's central libraries, which facilitates training and customer service. It already has the necessary computer equipment with Internet access, and with more than 200 students, it can allocate space for a library and assign librarians.
今年的圖書計劃也包括了圖書俱樂部計劃。參加 圖書俱樂部計劃的學校除了可以拿到圖書外,還 可以學習如何管理圖書使圖書能被充分循環利用 。欣欣的義工花了不計其數的小時為這些圖書編 輯目錄。圖書先是分成高年級與低年級,再劃分 成以下五類: -讀書夥伴(包括參考書、算術、文字、英語) -人文學科(包括傳記、文學、歷史、童話、藝術) -科學和自然(包括天文、地理、自然) -智力(包括智力、遊戲) -教學支援 每所學校可拿到的書的數量是以學校人數來計算 ,2007年的圖書俱樂部計劃總共有179所學校得到 四萬兩千本書。 圖書俱樂部計劃為了獎勵學生們讀書,還擬定了 獎勵辦法。每一位高年級班的學生需要寫兩篇讀 書報告。學生們並可參加全國的讀書報告比賽, 分科學與人文兩類。優秀的學生可以得到圖書為 獎品。 The second part of this program is the book club program. The book club program includes books for the schools and students, including the management of those books to maximize circulation. Shin Shin volunteers have spent countless hours cataloging books for every school. Books are first divided into senior grade and junior grade. Each category is in turn divided into the following types: - Study companions (includes reference books, math, writing, English) - Humanities (includes biographies, literature, history, fairy tales, arts) - Science and Nature (includes astronomy, geography, nature) - Intelligence (includes intelligence, games) - Teaching aids The number of students in the school determines the number of books received by each school. A total of 179 schools received over 42 thousand books in 2007. The book club program also involves an incentive and performance review component, which is critical for the success of the program. The senior grade students are required to write two reading essays per semester. A national reading essays competition will be held for humanities and sciences fields respectively. The winners will receive books as awards.

欣欣計劃在2008年裡可以讓所有的欣欣學校都可 以參加圖書俱樂部,並且能達到每一位學生有一 本書的目標。欣欣也將會發展三個到五個,或是 更多的衛星圖書館。這完全要看我們是否有足夠 的經濟與人力資源來管理。衛星圖書館所在地的 選擇是由欣欣與青樹基金會共同決定的。青樹基 金會同時也願意給欣欣的老師適當的基本圖書管 理訓練。 第一年圖書計劃的預算是六萬美元,全部由扶輪 社捐助。2008年的預算將不會少於六萬美元。由 於欣欣學校處於偏遠地區,包裝及運輸四萬本書 是一個極大的挑戰,無論是人力分類包裝或是運 輸費用都比我們預想的困難。欣欣需要更多的資 金與義工才能讓圖書計劃繼續發展,延伸至全國 的欣欣學校。 The plan for 2008 is to continue to include the rest of the Shin Shin schools in the book club program, and to reach the goal of one book per student. Shin Shin will increase its number of satellite libraries to three or more, depending on our ability to manage the libraries, and the suitability of the satellite libraries. The selection of the satellite libraries is a joint decision of Shin Shin and Evergreen Foundation. Evergreen Foundation also offered to provide basic library management training to the teachers. The funding of this first-year literacy program of $60K is exclusively from the Rotary Club Matching Grant. We anticipate that the 2008 literacy program budget will be no less than this year. Due to the remoteness of Shin Shin schools, packing and shipping the books to all schools have proven to be a big challenge, in terms of cost and manpower. The future of the program is highly dependent upon the funding resources and human resources that make it successful.
