Currently there are 210 students, 17 teachers, 6 classes enrolled in the school. The campus occupies a total area of 2668 m2 (979 m2 of which are class buildings). The school only has normal classrooms, with no experiment, libraries, music, and art facilities, and can't meet the requirements for basic education needs. The newly built 2-story brick-concrete class building has a dungeon and a total area of 483 m2 with 9 classrooms. It can host 300 students, 6 classes, and 19 teachers, and has the capacity to admit 50 new students each year.

Moon River Village is located10 km northwest of Long Jiao Xiang and has a population of 2463 (mostly Bu-Yi ethnic minority group) and an area of 70k m2, with 280 children at elementary school age. The Moon River Elementary School was first founded in the 1960's: it had 4 classrooms, with 111 students, 2 teachers and 3 classes. The old school building was stone-and-wood-structured, with a total area of 168 m2, and is now classified a "D-degreed Dangerous Building". To make sure the local school-aged children can attend a school close by, the local government chose to re-build Moon River Elementary School at Mu Long Ya Kou, only 1 km from the old school site. The new building has a total area of 571.5 m2 and can host 280 students, 7 classes, and 8 teachers. Up-reconstruction, it will the capacity to admit 40 new students each year.

The buildings don't meet safety standard and are classified as "Dangerous". Due to the safety problem and lack of usable classrooms and enough lighting, some students are afraid to go to school and quit. The newly built school buildings will occupy an area of 1870 m2 (752 m2 of which are buildings), with 12 classrooms and 4 offices, and plan to host 360 students, 7 classes, and 14 teachers, with an extra capacity of admitting 60 more new students each year. Zhong Zai, Zhe Xi Xiang has a population of 1959; Liu Zhi Special District is a national-level impoverished area.

The old school campus is 2432 m2 in size and has 16 classrooms and 1 office, hosting 816 students and 34 teachers in 16 classes. The foundation of the old buildings has partial, uneven settlement, causing the walls to tilt. The brick walls are also weathered and cracked in many places. As a result, 774 m2 of the campus building is classified "Dangerous", out of which 567 m2 is deemed "D-degree Dangerous". The "Dangerous" buildings will be torn down and re-built. The new campus building will be 730 m2 in size, hosting 1100 students and 46 teachers in 20 classes. It has the capacity to admit 210 new students each year.

All the students come from Zou Ma and the vicinity regions. The original school site was 680 m2, 382.2 m2 of which was school building. The school had 6 class rooms for 127 students from grades 1 through 6, and two offices for 8 teachers. The original school building was constructed between the 60's and 70's of the last century. The building was poorly maintained due to lack of fund and had been classified as grade D endangered building, and has been indeed grave danger to all students and teachers. The proposed construction is a two story teaching building of 303 m2 that is located on a 1-acre plot of land. After the construction, the new school will be able to accommodate be 12 teachers and 200 students. Additional plans are contemplated to further expand the campus. Long Li County is predominantly populated by different ethnic minority groups. Approximately 210,000 people live in Yang Chang and about 2,200 people live in Zou Ma. Most of the locals are of the Bu-Yi ethnic minority group. Rice is the main product from this region. Most locals rely on annual rice production as their main source of income as other source of economic incomes is scare. The annual income per capita in the impoverished region is about 600 RMB, only about 300 RMS of which is dispensable.
